It wasn’t Holy it was ethnic, cultural, and political. It wasn’t Roman but German. And it wasn’t an Empire but a Federation. The Carolingians like the Merovingians before them tried to preserve the political power of Rome on the continent. Latinized failed. Germanic succeeded.
