FWIW: UA are only one generation at most from the farm. They are still ‘farmers’. If you study the history of warfare, authors consistently refer to the discipline and devotion of farmers, and how it decreases with urbanization as people become soft. Primary reason for conquest.

RU culture, if you live with them long enough, is feudal, as is the government. They industrialized feudalism – partly becuase it was a low trust polity that hadn’t had time to develop a middle class, and therefore middle class norms and traditions AND reponsibility for commons.
