Of course this is true, and it was common understanding before the second world war, and the postwar program against eugenics, racism of the nazis, and jewish and leftist propaganda.

I don’t particularly like this subject, and while I would argue for some genetic superiority and a great deal of cultural superiority, I prefer to believe that other peoples can transcend as well.

This is why the rest of our organization considers me a near-lefty … my foolish anglo optimism. “Noblesse oblige”.
