No. It means “I am unarmed and you can trust me”. Bowing has many other meanings I would never accept.
One being that shaking hands is always between equals and bowing is always between people of different status.

So again, if you study the cultural literature, Turkey is a ‘torn country’ that survives anyway just as the Byzantines survived – by virtue of the optimum geographic location on planet earth. If western Turks were still Xian instead of Muslim we’d include them as European, yes.
