Great question. Depends upon whether you are interpreting these representations as if produced at the same time in the same place and therefore what the designs imply today, or whether Spengler is implying that these biases or beliefs were practiced by those who produced designed and funded them.
My comment is meant to deflect the latter interpretation. In most cases the craftsmen were not CAPABLE of Renaissance, Roman, or Greek craftsmanship, nor were the architectural venues for their display suited to doing so.
