It was the prohibition on empires and the conversion of empires to nation states and federations of states in order to end the wars of conquest by empires and bring about smithian peace.
It’s not like they didn’t talk about what they were doing and why. You might call them foolishly optimistic but from the american experience with the continous wars of the europeans.
Which is how you view the anglos today.
