It’s a logical conclusion yes. However it’s a derivation. You might say it’s an emergent first principle. I don’t know if it’s in fact a necessary criteria, only a superior criteria. but I’m not settled on this so I’m open to considering it. You might start with polities and work down, or start with individuals and work up. Either way you might end up with a radius (set of rings) or hierarchy of differences in the categories of cooperation at each level (which I think would make sense).
