If I could answer that sufficiently in a response it wouldn’t have taken the better part of two decades to reform epistemology, logic, and the law so that we could suppress it.
That said, “Require testifiable truth in public to the public in matters public” would be the most reductive explanation.
Most of my work on sex differences, sex differences in lying, and the expression of sex differences followed by class and civilizational diffrences explains why this lying happens and how it is constructed – and that’s followed by very detailed explanation of the feminine means of warfare.
