The evidence is that it’s demonstrated responsibility – ergo, those men with demonstrated capacity for responsibility and accountability. I am not sure race means much in that test, other than races demonstrate different capacity for it, both private and common. That said, race never stops making a difference in political orders. That is why the middle east is and always has been a catastrophe vs the northern europeans and the east asians.
