It’s easy:
Prohibit work and produce serious harms to employers.
Prohibit access to rentals and serious harms to landlords.
Provide a finders fee for those who report them.

Escalate to:
Form local deputized groups (posses) to clear counties independent of local governments, and bus these people to camps, where within x days they will be forcibly repatriated.

The federal government need only produce border-camps to hold people until repatriation.

No reporters of course. No sedition. 😉
