That’s not true. In fact, all innovations in physics have been through mental models then described by mathematics. In fact, we could argue rather easily that the inabilty to formulate a mental model of both the quantum background and whatever is fluctuating underneath it to produce it, is the reason for the failure of mathematical physics over the past 50+ years.
I’ve done some work on why this problem exists in the discipline and it is somewhat related to your suggestion but it’s only because they simply can’t envision one – though some can and I am on and off working with one who can and seems to get it very close to correct.
