Africa had just begun developing an empirial civilization when it was subject to european conquest. The geography limited the spread of islam from east and north, and christianity from the east. So Africa never produced the pre-requisites for a universal standard of ethics or morality, so the strategy, traditions, morals, ethics, and norms remained varied. There are I think four family types in africa and these family types generally exist in response to local economic and security needs, and so these four very simple systems appear to have served the people for centuries. (I have only read a few books on african family structures so I must temper my argument to what I know reasonably well.)
The spread of protestant chirstianity (evangelical) in africa from the USA has been profoundly beneficial where it has taken root. Just the oppposite is true for islam.
