You’re looking for consistency where there is only pragmatism. The people have no right to interfere in state matters including fomenting religious conflict. This is because the people’s behavior puts the people in control of policy – particularly over the ‘caucuses and stans’. Yet the state may do what it wishes with ethnic groups whose religion is contrary to the russian. From the RU state’s perspective this is completely rational and logical behavior. It’s only irrational to western minds.
