It’s more of a trade-off.
All ‘unorganized’ regions do require an empire in order to suppress local rents and crime and allow trade to develop. In that sense the mongols ‘organized a disorganized region’ which is the same thing we do at every scale of human development. In business we call it ‘organizing a disorganized industry”. Same thing.

To say they were ‘good’ is to say that the long term effect of their creation of a safe trade route was a boon for all. To say that the way they did it, given how fking murderous the Mongols were is … well that’s not easy to swallow. So, short term very bad. Long term pretty good. But Kiev wasn’t exactly primitive or dysfunctional and so when they exiited theh steppe they started doing more harm than good.

Why? They didn’t know what they were doing (the good) they only knew they were getting wealth and powe for each other.

So ‘the consequence of mongol organization of trade’ was over the long term more beneficial than not.
