The reason they limit the IQ of the police to ‘a tad above average’ is because the job is profoundly mundane with oceans of paperwork and people with greater abilities rapidly leave the force despite the cost of training them and the opportunity cost not training someone who would stay in the field.
The issue with police in the USA is relatively easily fixed although it costs quite a bit more given the vast size of the country.
In other words, one officer per car, the emphasis on force rather than de-escalation, and the lack of lawyers in the police force are false economies. As usual, german(ic)s do it better. And french are far closer to military than police, and show up in large numbers at the push of a button. The federal police in Italy are nothing to be messed with either.
