Neoteny is the general direction of all human evolution out-of-africa, with each speciation event creating greater neotenic evolution. (domestication).
In other words, low neoteny would appear as genetic load (defect) rather than lack of evolutionary adaptation to out-of-africa conditions. Even within Africa the very old africans like the Kho-san vs the majority Bantus are effectively different generations of man.
