Eugenics was a mainstream and predominantly american movement in the pre-war era. It was the nazi ‘overzealousness’ and the postwar jewish counter-reaction that ended it. Unfortunelty, because any economist who studies the numbers, especially in crime, can easily identify how serious a problem this is and how fast dysgenia spreads in a population.

Soft eugenics = sterilization of the incompetent, with the definition of incompetent increasing over time until it means ‘capable of responsibility for the self’.
