They are irresponsible other than for themselves, (and their offspring).

That’s a hierarchy of responsibility.
Responsibility evasion.
When we speak of the commons and politics, then of course, we are NOT talking about themselves and their children.
And that’s where their personalities exhibit the tendency.
We see this universally in sex differences in behavior. In particular, we see it when comparing task (now) versus intertemporal (then) predictions. We see it in the difference between male and female means of doing mathmatics.
