Soft Eugenics was mainstream and rightly so before the second world war. It was, as far as I know, the moral strategy. Just like putting people in camps etc wasn’t SOFT eugenics, but HARD eugenics, and that does violate morality (meaning reciprocity within the limits of proportionality.)
