Agency relies on continous recursive adversarial competition between predictions (vast rich complex predictions) competing for the attention of the thalamus, which then releases those of sufficient amplitude to the frontal cortex for additional adversarial recursive competition for attention until we exhaust or discover opportunities for action. This process requires arbitrary categorization and is highly error prone, and by error alone this prevents hard determinism. It does not prevent soft determinism, in that most humans will approach some set of rationally explicable categories of decisions.
