Lying, by “Delay and deceive until you possess overwhelming power” is the CORE civilizational strategy of Chinese civilization. And there are any number of theorists right up thru Kissinger who have made this observation: that the premise of Sun Tzu is the premise of the Chinese state, and the means of Chinese warfare, from their means of governance to their means of forcible integration into ‘the Han’, and, their means of warfare against those they wish to conquer, and against those they wish to destroy.
