In the choice between an agrarian-biased south as their alliance or an industrial-biased north as their alliance, the general concern at the time (which was recognized by all) was that the west would ally with the south cutting out the north from political control of the continent – precisely when they had worked to secure the territory to the west coast largely to deny ‘warlike’ eruopeans from gaining a foothold. After the war Americans tried to drive Europeans (successfully) out of the hemisphere for the same reason. World wars confirmed this strategy.
