So a non-nuclear WWIII requires that the USA/EU produce sufficient *ammunition* (we have the platforms) to conduct a conventional war. If RU starts with tacticals, then it’s all over, and the only opportunity is the new choice to pick up the pieces.
Wars allow reforms.
