Simple:
(a) trying to draw resources north, to force UA to fight on three fronts, while RU throws bodies and artillery shells to demoralize and exhaust the population.
(b) produce a soft takeover of BY who can’t afford to economically disconnect from RU.
(c) Add BY to fight UA.
