12/n But what is that point where legislation is required for the restoration of that market? That point is the exhaustion of corrective mechanisms natural to all markets. Are we at that point yet? I think we’re about a third of the way there. The problem is normalizing.

11/n So I’m not fond of legislation (as anyone with any experience with my work will attest). On the other hand at some point we must realize that the only way to prevent the tragedy of a commons is either defensive ownership or offensive legislation.
