After that you still have to obtain and hold territory, trade routes, organize infrastructure and bureaucracies, a military, and form a system of government, taxation, and education necessary to preserve it. And even among yourselves who arleady agree you need a means of decidability to produce organizatoins rather than continuous conflict by ignorant opinions of those oveconfident young men who are more than willing to double down on fragments of knowledge.
