1. Whereas Those Cities and their principles that have acted against the people and the constitution to assist in the invasion of the continent, have by demonstrated action, seceded from the union against the interests of the people and shall be involuntarily converted to Territorial Possessions of the State under Military Rule until fully compliant with this Constitution.
