2) The more states the better. Scotland would be better off preventing the ingress of english ‘culture’ (ppl?) while remaining in the british ’empire’ in fact, I’d argue the whole of germanic europe would be better off (other than france which is a lost cause) returning to HRE.

@MaMo_ 1) The scotts, welsh, bretons, are different for cutural reasons, but not different enough to have opposing trade and strategic interests. My prescription would be to articulate each nation’s cultural strategy (preferenc) in P-law and regulate cultural (and population) transfer.
