We pay many costs to create a high trust civic order. People free ride by not paying those costs. People rebel by not paying costs and forcing others to pay them. People conduct a cold war by intentionally not paying costs and forcing others to pay them.

The west is unique because of our high trust, high velocity, culture. Not paying costs is a luxury those who pay those costs may or may not tolerate.
