The weak assert universal rights and entitlements because they apply to everyone. You don’t have to win them.

But someone actually does have to win them. They don’t bring themselves into being. So whether one is speaking of rights, or entitlements, when they are of a universal nature, what is being spoken of is redistribution, from winners, to everyone else.
