No good man wishes to rule. Rule attracts the evil. Good men wish to prevent others from ruling. Only a population of such good men denies rulership to all. And as a consequence, we are in practice forbidden rule by evil men. So the question of who should rule is itself a deceit. The only answer is that none should rule, and as such, all men rule by preventing rule. And all that is required is a priesthood of the one law of property-en-toto to mitigate differences, rather than to rule.
