In proper western tradition, the monarchy if one exists, serves only as a judge of last resort (via-negativa), to veto actions of the government (market for commons) that are ill preferences of fashion, failures of argument and discourse, acts against the people or future.

@hasan93r Under P, rule of law of reciprocity (via-negativa tort), all that is possible are markets. The ruling class is the law, the judges that resolve disputes, the via-positiva the markets for commons (government) and private (goods, svc). Prevents all falsehood and parasitism.
