The only implication I’m making is that without the incentives of the government the other incentives wouldn’t matter, so I suggest you are falling into conspiracy because it suits a secondary (even if meritorious) agenda, instead of the one in question.
You are engaging in conflation and obscurantism instead of disambiguation and explanation. It’s probably subconscious but it’s also dishonest or at least untruthful.
