We do not state an optimum strategy. We only propose possible solutions for the different means of ameliorating the fragility of increased enfranchisement and equal weight of votes, as a tendency to race to irresponsibility (the bottom) that generates demand for authority, and therefore destroys the government as a market for the production of commons between the classes.
The proposition that we use houses for classes and sexes. within a small homogenous polity, and polities for ethnicities and as such races, producing heterogeneous federations is merely a recommendation for those who have achieved majority middle class economies and institutions, and who wish to maintain the government as a market for the production of commons for those with common interests but diverse preferences.
We propose adaptive rather than static government, and we propose demonstrated competency in bearing responsibility for others for participation in the choices of production of commons.
Mostly we try to explain what not to do. The rest is just matching institutions to demographics and stage of development.
