So for example, what is the point of going to war with an opponent neighbor? Either to restore cooperation which minimizes costs, or to produce boycott (being left alone) despite the maintenance costs. Cooperation is the lowest cost stable equilibrium becuase it is the only cost that produces continuous returns. The qeustion is only in accounting for trade offs. If it’s a negative sum then it’s not valuable. If it’s a positive sum then it is. In both cases it is possible to move in any direction that is a capital benefit.
