Yes this is true. But it is a property of all organizations because it is a property of all human beings to seek discounts that increase returns on the same or less work and same or less risk. Rentiers emerge in all human organizations of all scale.
The argument we make in our work is that in the absence of a system of measurement to identify rents and rules to constrain rentiers then they will emerge. And like all constantly innovating domains of human behavior the system of measurement and the system of institutions necessary to suppress renting can never end.
