Rudyard has moral a vision of helping the nitwittery despite being an intellectual. It’s a moral ambition. The question is whether it’s possible or not. As usual, positive change in the population is brought about not directly (progressives), but indirectly (conservatives) by the use of incentives, by people who possess the power to alter incentives. The best we can hope to do is provide those with the capacity to alter the status quo with the ideas and arguments to help them do so.
(I tried to help the nitwittery too. But it’s pointless. Emotion isn’t possible to overcome with reason and evidence. That’s the difference between humans and ‘not-quite-human’ somewhat domesticated animals.)
