It’s more true than false. The only power the US president has is in foreign affairs, and that’s not a good thing. Even then the deep state has interests that are self interests in the assumption that it is valueable to continue to maintain the american (and british) policing of world finance and trade, so that the world doesn’t fall into another world war – which is very close to happening without american and british policing of it.
