the president is always adjudicable by the congress – it’s called impeachment.
We have never prosecuted presidents for actions in their time in office, and your failure to grasp that is almost incomprehensible to any student of our government and it’s premises.
So Trump is correct. You cannot contrive a court against an ex president. the consequences would be catastrophically limiting to any president.
