Yes, if you have the need for serious expensive surgical intervention it’s very difficult in any post-soviet state. Yes there are some scammers that charge foreigners extra. But in general, Ukrainian doctors, dentists, optometrists take the time to talk to you, think wholistically about you, and private clinics if you want to opay for them are fast, have exceptional service, are so cheap they boggle the western mind. In particular, dental work in ukraine is a medical tourist industry. (I have friends that run multiple surgery offices in Lviv and elsewhere.)
