If he had russia’s interests at heart he would act in the favor the the russian people, not in the favor of his ideology of empire.

RU lacks the population and economy to maintain an empire in the age where empires are gone, and only RU, CN, and IR are trying to preserve or rebuild empires – that they cannot achieve through federation. Because federations require trust and respect. And RU, CN, IR are neigher trustworthy nor respectful of other nations.
