Ah. Smart question. Though a bit presumptive of democratic universalism. Instead. Do “peoples” (polities) have the agency to make use of that self determination? Well, I can’t find any counter examples. Even Gypsies and Diasporic Jews and Diasporic Chinese seek group self determination in host countries. There are many countries that can’t develop. But you don’t see them saying ‘we should be incorporated into this other country’.
