This is a difference between western homogeneous, high trust, masculine (paternal), heroic and aspirational civilzation, and middle eastern low trust feminine (maternal) cautionary and safety-seeking civilization.

Like I keep saying. look at the religious civilization of the middle east as feminine in cognition, familial, tribal, low trust, emotional, and conducting warfare by undermining, consisting of overconfident arrogant factions, that cannot and will not trust one another, so while rule of law may be possible, it is not clear whatsoever that democracy is possible, and even encouraging it before the successful implementation of rule of law, and successful emergence of a middle class and scale organizations and networks of complex production, then democracy is a folly.
