I do understand. The metapohor is correct. Moscow absorbs all the investment while muchof the country still has bucket wells, and outdoor toilets, and the rest is suffering from accelerated infrastructural decrepitude, lack of employment, alcoholism, tuberculosis, and unbearable poverty.

It would help if you tried to visit more of the country than Moscow.
