The opposite is going to happen.
The EU will weaken into a trade network and strategic alliance.
The USA will devolve into states again mirroring europe. If that doesn’t happen we’ll have another civil war soon that will destroy the country forever.
So when the USA devolves, either the french or the russians (Bad idea) will dominate europe(better the poles and germans) OR the anglosphere (islands) and the continent (lands) will form a civilizational alliance in the form of NATO that includes others like Japan and Korea.
