I’ve worked on this so thougoughly as have others before me but it’s pretty simple sequence:

A universal military indoctrinated into nationalism (patriotism) This is the most important factor: break men down as individuals and rebuild them as citizen soldiers. If you cannot do this you cannot have a modern economy or state.
Add a monarchy as head of state, and judge of last resort, to prevent military, theological, or ideological, or even elite capture of the state. (monarchy with veto power, and being above the law in the restoration of the law)
Monarchy and Military implementation of a Judiciary under Rule of law (property rights basically, but that just means natural human rights).
Once rule of law is estsablished, a senate of reprsentatives of the regions (provinces etc)
When a middle class begins to develop then a house of commons or parliament.
When labor is fully mobilized such that there are surpluses then a house of labor or lower house of parliament.
If you follow this sequenc you will be fine. But it appears that without a universal militia and universal indoctrination into loyalty to the commons FIRST above loyalty to self, family, or clan, you cannot build the rest of the sequence without pervasive corruption.
