It’s really simple: Sprawl. Car culture. The necessity of cars. And the teen death rate due to automobile fatalities. Research MADD mothers against drunk driving in the 1980s which was one of the most successful social campaigns in recent history.
If you study the data at all it’s just that teens vastly overestimate their competency when driving and vastly oversetimte their predictive competency when distracted.
My neice nearly had her brain left on the road riding in a car with a teen driver. It changed her forever. Thankfully she’s functional today but only after relearning everything including walking and talking. She still gives talks on the subject.
As someone who as worked in the funeral biz the worst thing in the world aside from motorcycles and alcohol, is a teen driver with or without alcohol.
