Aristocracy
Aristocracy -> Church
Aristocracy -> Church -> Academy
Upper middle class -> Academy -> Sponsorship
Middle class -> Sponsorship -> Academy or $$$$
Military demand for technology was endless -> $$$
Largely because across germanic civ, especially in the princedoms, there was status among the nobility for attracting, subsidizing, the most talent, and in no small part because it assisted their economy and wealth.
The UK merely industrialized this process via the monarchy becaue of the vast advantage of innovation.
This isn’t any different from the american postwar emphasis on the academy having learned from the achievements of germany, that pushed the sciences so hard the population produced the people we needed from every available class.
