The goverment is the insurer of last resort – that’s what being a citizen means: you’re insured – and the cost of rescuing him and putting others lives at stake isn’t covered in his attempt. Had he purchased an insurance plan to cover the cost of his failure, it would probably have been legal – at least to the degree that he did not endager shipping or shipping lanes, or violate the territory of whatever country he landed in. 😉
