All behavior is explicable (all behavior is rational response to incentives) for the actor in the moment. That does not mean it’s optimum over time. So the problem is we can never know enough information to predict behavior without interfering with the behavior. In other words we are informatinoally limited in both economics and physics. This means all science is fundamentally statistical not operational. Which is why ‘math’ has limits.
